/PRNewswire/ -- The U.S. Department of Labor today announced the availability of up to $90 million in American Recovery and Reinvestment Act funding to create on-the-job training experiences. The money will be awarded to states that will work with state and local workforce investment boards, community-based organizations and employers in helping displaced workers acquire job skills and experiences that will improve their chances of securing permanent employment.
"The nation's economic recovery is taking hold, but there are still those who lack the basic skills and work experience needed to gain, maintain and advance within a job," said Secretary of Labor Hilda L. Solis. "States and their partners will use this funding to create on-the-job training experiences, which will improve the employment prospects of dislocated workers in areas that have been hard-hit by the recent economic downturn."
Today's funding is drawn from National Emergency Grant funds made available through the Recovery Act. States will apply for funding and then work with selected partners to create on-the-job training opportunities in the private and private nonprofit sectors. US Department of Labor announces $150 million in 'Pathways Out of Poverty' training grants for green jobs

/PRNewswire/ -- Secretary of Labor Hilda L. Solis today announced $150 million in green jobs training grants, as authorized by the American Recovery and Reinvestment Act of 2009 (Recovery Act). The "Pathways Out of Poverty" grants -- as the group of funding awards is known -- will support programs that help disadvantaged populations find ways out of poverty and into economic self-sufficiency through employment in energy efficiency and renewable energy industries.
"These Pathways Out of Poverty grants will help workers in disadvantaged communities gain access to the good, safe and prosperous jobs of the 21st century green economy," said Secretary Solis. "Green jobs present tremendous opportunities for people who have the core skills and competencies needed in such well-paying and rapidly growing industries as energy efficiency and renewable energy."
Through the 38 grants awards announced today, targeted populations will receive recruitment and referral services; basic skills, work-readiness and occupational skills training; supportive services to help overcome barriers to employment; and other services at times and locations that are easily accessible. Through these programs, participants will receive certifications and on-the-job training that will lead to employment.
In order to serve the specific populations targeted by these grants effectively, the Department of Labor encouraged applicants to focus project efforts in communities located within one or more contiguous Public Micro Data Areas (PUMAs) where poverty rates were 15 percent or higher. PUMAs are geographic areas designated by the U.S. Census Bureau. All applicants were required to have experience serving economically disadvantaged populations. Programs funded today will serve unemployed individuals, high school dropouts, and other disadvantaged individuals within areas of high poverty.
There are two types of award recipients for these grants: 1) national nonprofit entities with networks of local affiliates, coalition members or other established partners; and 2) local entities including nonprofit organizations, such as community and faith-based organizations, the public workforce investment system, the education and training community, labor organizations, and employer and industry-related organizations.
Today's grants are part of a larger Recovery Act initiative -- totaling $500 million -- to fund workforce development projects that promote economic growth by preparing workers for careers in the energy efficiency industries. Keep Georgia Safe to Sponsor Child Abduction Response Team Training
/PRNewswire/ -- In support of Gov. Sonny Perdue's executive mandate for immediate and deliberate statewide response to missing and endangered children, Keep Georgia Safe, a private, non-profit organization that provides safety and crime prevention training and operates the only wireless network that sends all three Georgia emergency alerts for missing or dangerous persons, will sponsor Child Abduction Response Team (CART) training March 2-5, 2009.
The CART training program is a multi-disciplinary approach to responding to a missing or abducted child incident. The program, to be held at Gwinnett Convention Center, taught by Fox Valley Technical College in partnership with the US Department of Justice, Office of Juvenile Justice and Delinquency Prevention, and funded by Keep Georgia Safe, is designed to train local law enforcement agencies on the state's response to child abductions.
"Statistics indicate that the first three hours of a child abduction are the most critical, as the vast majority (74%) of abducted children who are murdered are dead within three hours of the abduction," says Gary Martin Hays, founder and chairman of Keep Georgia Safe. "We are very pleased to sponsor CART training to help prepare our first responders with this vital instruction and provide a safer Georgia for children and families."

CART reduces the amount of time that is needed to locate resources and initiate the search for missing and abducted children. Gov. Perdue signed an executive order April 29, 2008, to form CART teams in Georgia.
"The training being offered and funded by Keep Georgia Safe will ensure our state's law enforcement community has the proper training to deal with serious situations such as child abduction," says Gov. Sonny Perdue. "I want to commend GBI Director Vernon Keenan and Keep Georgia Safe for partnering on this needed program."
Keep Georgia Safe has a two-pronged approach to crime prevention: 1) Proactive: Safety education including School Curriculum Initiative, CART training, Community Safety Seminars, Web Resources and Media Campaigns 2) Reactive: Alert System Network. As the only organization that sends out all three of Georgia's emergency alerts, the Keep Georgia Safe Wireless Network uses a text platform to notify opt-in wireless subscribers when the GBI issues any of its three emergency alerts:

Norfolk Southern Whistle-Stop Train Delivers Safety Training to Emergency Responders in Georgia, Carolinas, and Virginia
PRNewswire/ -- A special train will travel to Georgia, South Carolina, North Carolina, and Virginia Sept. 15-19 to provide emergency preparedness training to first responders as part of the 2008 Norfolk Southern TRANSCAER Whistle-Stop Tour.
TRANSCAER (Transportation Community Awareness and Emergency Response) is a nationwide program that assists communities in preparing for and responding to a possible hazardous material transportation incident.
"The Whistle-Stop Tour brings emergency preparedness training to response organizations and educates communities near major rail routes about rail equipment, chemical transportation, and the importance of planning for potential hazardous material transportation emergencies," said Chuck Wehrmeister, Norfolk Southern's vice president safety and environmental.
The tour kicks off in Austell, Ga., and makes stops in Greenville, S.C., Charlotte, N.C., Greensboro, N.C., and Roanoke, Va. More than 1,200 emergency responders are expected to participate in the training programs taught by chemical and rail transportation experts.
At each location, state and local emergency planning committees, emergency responders, and government officials can participate in hands-on drills and training sessions. Railroad training tank cars, specialized emergency response vehicles, and over-the-road tank trucks will be on display. More than 250 participants are expected at each stop.
