SBA’s Deadline for Physical Damage Disaster Loan Applications in Georgia Is June 28

(BUSINESS WIRE)--The U.S. Small Business Administration reminds homeowners, renters, businesses and non-profit organizations of the deadline to submit disaster loan applications for damages caused by the severe storms, tornadoes, high winds and flooding that occurred April 27-28. The deadline to file an SBA disaster loan application for physical damage is on June 28, 2011.

Anyone with insured losses should not wait for an insurance settlement before applying to the SBA. “If someone does not know how much of their loss will be covered by insurance or other sources, the SBA will consider making a loan for the total loss up to its loan limits, provided they agree to use insurance proceeds to reduce or repay their SBA loan,” said Frank Skaggs, director of SBA Field Operations Center East.

Low-interest disaster loans for physical damages are available in the following Georgia counties: Bartow, Catoosa, Cherokee, Coweta, Dade, Floyd, Gordon, Greene, Habersham, Harris, Heard, Lamar, Lumpkin, Meriwether, Monroe, Morgan, Newton, Pickens, Polk, Rabun, Spalding, Troup, Upson, Walker and White, which are eligible for both Physical and Economic Injury Disaster Loans from the SBA.

Interest rates are as low as 2.688 percent for homeowners and renters, 3 percent for non-profit organizations and 4 percent for businesses with terms up to 30 years. The SBA sets the loan amounts and terms based on each applicant’s financial condition.

SBA Economic Injury Application Deadline for Last Year’s Flood Disaster in Georgia is August 4

-(BUSINESS WIRE)--The U.S. Small Business Administration is reminding small businesses, small agricultural cooperatives and most private non-profit organizations of all sizes that Aug. 4 is the filing deadline for federal economic injury disaster loans available in Georgia. The SBA declared a disaster as a result of severe storms and flooding that began on Sept. 18, 2009.

These loans are available in the following counties: Barrow, Bartow, Ben Hill, Bibb, Carroll, Catoosa, Chattooga, Cherokee, Clarke, Cobb, Coweta, Crawford, Crisp, Dade, Dawson, Dodge, Dooly, Douglas, Fannin, Floyd, Forsyth, Fulton, Gilmer, Gordon, Greene, Gwinnett, Habersham, Hall, Haralson, Heard, Houston, Jackson, Jasper, Lumpkin, Macon, Monroe, Morgan, Murray, Newton, Oconee, Oglethorpe, Paulding, Peach, Pickens, Polk, Pulaski, Putman, Rabun, Rockdale, Taylor, Telfair, Towns, Turner, Union, Upson, Walker, Walton, White, Whitfield, and Wilcox in Georgia.

The loan amount can be up to $2 million with a 4 percent interest rate for small businesses with terms up to 30 years. The SBA determines eligibility based on the size of the applicant, type of activity and its financial resources. Loan amounts and terms are set by the SBA and are based on each applicant’s financial condition. These working capital loans may be used to pay monthly fixed debts, payroll, accounts payable, and other bills that could have been paid had the disaster not occurred. The loans are not intended to replace lost sales or profits.

Small businesses and most private non-profit organizations in the following counties are eligible to apply: Banks, Barrow, Bartow, Butts, Carroll, Catoosa, Chattooga, Cherokee, Clayton, Cobb, Coweta, Dade, Dawson, DeKalb, Douglas, Fayette, Floyd, Forsyth, Franklin, Fulton, Gordon, Gwinnett, Habersham, Hall, Haralson, Heard, Henry, Jackson, Jasper, Meriwether, Morgan, Newton, Paulding, Pickens, Polk, Rockdale, Spalding, Stephens, Troup, Walker, Walton and Whitfield in Georgia; Cherokee, Cleburne, DeKalb and Randolph in Alabama; Oconee in South Carolina; and Hamilton County in Tennessee.

(BUSINESS WIRE)--The U.S. Small Business Administration reminds small businesses affected by the excessive rains and flooding that began in March 2009 in Georgia of the March 22 deadline to file applications for loan assistance. The SBA’s Economic Injury Disaster Loan program, with loan amounts up to $2 million with a 4 percent interest rate for businesses and 3 percent for non-profit organizations, is available to entities that suffered financial losses as a direct result of this disaster.

Nearly 20,000 SBA Loan Applications Yet to be Returned; November 23 is Deadline to Apply for Physical Damage

(BUSINESS WIRE)--With only a few days remaining before the November 23, application deadline for physical disaster loans, the U.S. Small Business Administration (SBA) announces that it has approved 1,085 disaster loans for $40,361,300 to Georgia homeowners, renters, businesses and non-profit organizations affected by the September 2009 severe storms and flooding.

“We want to thank all of our federal, state and local partners, as well as the volunteer organizations and individuals that helped the SBA to provide financial assistance to the victims,” said Frank Skaggs, director of SBA’s Field Operations Center East.

“However, there are nearly 20,000 people who have not returned their SBA loan applications. These individuals have until November 23 to return completed applications for physical damage to the SBA. Homeowners or renters who do not qualify for a disaster loan may be referred to FEMA for grant consideration.

Interest rates are as low as 2.750 percent for homeowners and renters and 4 percent for businesses with terms up to 30 years. The SBA sets loan amounts and terms based on each applicant’s financial condition. These loans are for uninsured or uncompensated losses up to SBA’s loan limits.

All Disaster Loan Outreach Centers and Business Recovery Centers in the disaster area will cease operations at the close of business Monday, November 23. Victims in the following counties in Georgia are eligible to apply for SBA’s physical disaster loans: Bartow, Carroll, Catoosa, Chattooga, Cherokee, Cobb, Coweta, DeKalb, Douglas, Fulton, Gwinnett, Heard, Newton, Paulding, Rockdale, Stephens and Walker.

SBA’s Deadline for Physical Damage Disaster Loans for Private Non-Profit Organizations is November 25

(BUSINESS WIRE)--The U.S. Small Business Administration reminds eligible Private Non-Profit Organizations (PNPs) of the November 25, deadline to submit disaster loan applications for damages caused by severe storms and flooding that began September 18.

PNPs located in Carroll, Catoosa, Chattooga, Cherokee, Cobb, Crawford, Dawson, DeKalb, Dooly, Douglas, Fulton, Gwinnett, Heard, Houston, Newton, Paulding, Peach, Rockdale, Stephens, Taylor and Walker counties in Georgia are eligible to apply to SBA. Examples of eligible non-critical PNP organizations include, but are not limited to, food kitchens, homeless shelters, museums, libraries, community centers, schools and colleges.

PNPs may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory and other business assets. The SBA also provides mitigation funds to disaster victims based on 20 percent of the verified physical damage. These funds are designed to help borrowers pay for protective measures to minimize damages of the same kind in the future.

The SBA offers Economic Injury Disaster Loans to help meet working capital needs, such as ongoing operating expenses for PNP organizations of all sizes. Economic Injury Disaster Loan assistance is available even if there was no physical property damage.

Interest rates are as low as 4 percent with terms up to 30 years. Loan amounts and terms are set by the SBA and are based on each applicant’s financial condition.

SBA Urges Return of Disaster Loan Applications; Physical Deadline June 22-Three Weeks Remain

(BUSINESS WIRE)--The U.S. Small Business Administration is reminding those with damages from the March 26 through April 13, 2009, storms to return their completed applications as soon as possible. Waiting to file an SBA application could cause unnecessary delays in receiving disaster assistance. The deadline to file for physical damages is June 22, 2009. Victims are urged to complete and return their disaster loan application before the deadline.

More than $1 million in U.S. Small Business Administration Disaster Assistance Loans have been approved for residents and business owners in Georgia. “Currently, 30 disaster home loans and 3 businesses have been approved in the amount of $1,246,300 for affected victims,” said Frank Skaggs, Director of Field Operations Center East.

The disaster declaration covers Baker, Ben Hill, Berrien, Brantley, Brooks, Camden, Coffee, Colquitt, Decatur, Dougherty, Early, Echols, Lanier, Lowndes, Miller, Mitchell, Montgomery, Pierce, Tattnall, Tift, Ware, Wheeler and Worth counties in Georgia, which are eligible for both Physical and Economic Injury Disaster Loans from the SBA. The loans are not intended to replace lost sales or profits.

The interest rate on these loans is 4 percent with a maximum term of 30 years. The SBA determines the amount of economic injury and the terms of each loan based on the financial circumstances of each borrower. Eligibility for the program is based on the size and type of business and its financial resources.

The deadline to return applications for economic injury is December 22, 2008.

USDA Announces Amended Farm Bill Provisions and New Sign Up Deadline

Owners and operators of farms with 10 or fewer base acres now have the opportunity to receive payments for the 2008 Direct and Counter-cyclical Payment Program. On Oct. 13, 2008, President George W. Bush signed a bill that made amendments to the 2008 Farm Bill.

These amendments apply to farms with crop acreage bases of 10 acres or less. These changes and clarifications allow some producers more flexibility in farming practices and create new sign-up opportunities with new deadlines for some farms. The amendments also apply to the new Supplemental Revenue Assistance (SURE) Program.

10-Base Acre Limit Changes

As originally enacted under the 2008 Farm Bill, direct and countercyclical payments (DCP) could not be made with respect to farms with crop acreage bases of 10 acres or less. The new law makes that provision inapplicable for the 2008 crop year. Related to this, producers on a farm with 10 acres or less of base may now, under the new law, enroll their farms until Nov. 26, 2008, in the 2008 DCP program. This extension of the original Sept. 30 deadline only applies to producers who were previously excluded because of the minimum acreage requirement. USDA began issuing payments to producers on farms with 10 base acres or less who had already enrolled in the DCP program soon after the President signed the new law.

USDA's Farm Service Agency (FSA) will now resume allowing reconstitutions for farms with 10 acres of base or less according to normal reconstitution rules and policy. Eligible producers may sign up for DCP at any FSA office or enroll on the FSA website at: www.fsa.usda.gov/dcp click on Access eDCP Services.

Supplemental Revenue Assistance Program (SURE) Changes

Under SURE in the 2008 Farm Bill, producers seeking disaster benefits must generally have obtained crop insurance or coverage under the Non-insured crop disaster Assistance Program (NAP) for all crops on all farms. Under the new law (P.L. 110-398), producers with crops that had 2009 crop insurance sales closing dates before Aug. 14, 2008, may pay a fee through Jan. 12, 2009, to participate in SURE. Producers may make their SURE participation fee payments to their local FSA office at this time.

The SURE program fee is equal to the fee for catastrophic coverage. Payment of the SURE program fee will not make the producer eligible for insurance coverage.

Producers also have a new minimum loss threshold under SURE. Under the new law, to qualify for payments, there must be a production loss of at least 10 percent for at least one crop of economic significance on the farm.

Under the SURE program, the new law provides that when a second crop is planted after the first crop was prevented from being planted, or if such first crop failed, the second planting will not count toward the SURE program guarantee or total farm revenue. This is true except in areas where double-cropping is a normal practice. Producers also are not required to purchase crop insurance or a NAP policy for the second crop.

By provision of the new statute, the purchase of insurance or a NAP policy for grazed acreage is no longer a requirement for the SURE program. However, such insurance is required as a condition for payment for the livestock feed program, tree assistance program and the emergency livestock, honeybees and farm-related fish programs.

In addition, the new law amends SURE eligibility so that crop insurance or NAP coverage is no longer required for crops that are not of economic significance or those where the administrative fee required to buy NAP coverage exceeds 10 percent of the value of the coverage.

NAP (Non-Insured crop disaster Assistance Program) Application Deadline Changes

NAP application closing dates for the 2009 crops have been extended to Dec. 1, 2008. This extension for 2009 NAP applies to those crops having an application closing date prior to Dec. 1, 2008. This extension was authorized due to the late enactment of the 2008 Farm Bill and to accommodate those applicants wanting to participate in disaster assistance programs under the 2008 Act's Supplemental Agricultural Disaster Assistance for their 2009 crops.

Secretary Handel Reminds Citizens to Register to Vote for July 15 General Primary

Georgia Secretary of State Karen Handel today reminded voters that the deadline to register to vote to be eligible to cast a ballot in the July 15, 2008 General Primary is Monday, June 16, 2008.

To register to vote in Georgia, you must be a citizen of the United States, a legal resident of Georgia and of the county in which you plan to vote, and at least 18 years old by Election Day. You may not register to vote if you are currently serving any sentence imposed by the conviction of a felony or judicially determined to be mentally incompetent.

Citizens who are not registered to vote in the county in which they reside must submit a voter registration application by the deadline in order to vote in the General Primary. Citizens that are registered to vote at a former address within the county where they reside are encouraged to submit a change of address card to their county registrar. Voters who are currently registered at the correct address do not need to submit a new voter registration application.

You can download and complete a voter registration application by visiting the 2008 Elections Center on the Secretary of State’s website: http://www.sos.ga.gov/elections/ElectionCenter08.htm.

You can also contact your local county registrars' office, public library, public assistance office, recruitment office, schools and other government offices for a mail-in registration form. Voter registration is offered when renewing or applying for a driver's license at any Georgia Department of Driver Services office. College students can obtain Georgia voter registration forms from their school registrar's office or from the office of the Vice President of Academic Affairs.

Secretary Handel also reminds voters that Georgia law requires registered voters to show photo identification when voting in person. This photo identification requirement applies in the July 15 General Primary and all future elections. When voting absentee by mail, photo identification is not required.

Voters casting ballots in person, either through advance voting or on Election Day, will be required to show one of the following forms of acceptable photo ID when they vote:

· A Georgia driver’s license, even if expired;

· Any valid state or federal government issued photo ID, including a free Voter ID Card issued by your county registrar or Georgia Department of Driver Services (DDS);

· Valid U.S. passport;

· Valid employee photo ID from any branch, department, agency, or entity of the U.S. Government, Georgia, or any county, municipality, board, authority, or other entity of this state;

· Valid U.S. military photo ID; or

· Valid tribal photo ID.


Voters who do not have a form of identification listed above are eligible to receive a free Georgia Voter ID from their county elections office.
